In September 2006, Samoan rugby’s Licenced Training Centre (LTC) was established at the University of South Pacific’s Alafua Campus. It will be relocated to the Faleata Sports Complex in Apia, Samoa once completed by the end of 2008. Forming part of the High Performance Program, the LTC offers innovative training programs and training concepts, access to strength and conditioning facilities, a coordinated daily training environment, sports science and sports medicine support, as well as insurance and financial support. Overseen by a professional administrative and managerial structure, the training programs are designed to provide an elite athlete pathway for Samoa’s most talented players to achieve their potential and ultimately, represent Samoa’s premier rugby teams such as the Manu Samoa and the Samoa Sevens. Up to forty full-time scholarships are available, with an open-door policy for current national team players and coaches during camp periods. Annual selection for the coveted LTC scholarships commences every November, with players officially commencing the program from December through to November. Scholarship tenure is for one year, however can be for a maximum of three years. The selection process comprises a series of training camps to identify local talent. Each player is assessed on their individual technical and physical qualities, as well as ensuring they have the right attitude. In 2007, thirty three LTC scholarships were awarded. Now successfully established, thirty eight scholarships were awarded in 2008. Offering tiered scholarships – from Tier 1 to 3 - with various funding and benefits, it is the Samoan Rugby Union’s (SRU’s) belief that grass roots development will bring future stars. Success of the LTC gains more momentum every year. The LTC had: six players in the IRB RWC 2007; seventeen in SANZAR and PNC tours; eleven in the IRB Sevens World Series; nine in HK and Wellington winning teams; and four in the U19’s.
